Has documentation for "Help" buttons been written?

I noticed that the "Help" buttons in various dialogs do not do 
anything.  I would like to help to write documentation for these 
buttons.  I assume this would be descriptions of what the settings in 
the dialog do.  Does anyone know if this has been done, is in 
process, etc?  Any information on how, or sources of 
documentation, etc, would be appreciated.
