Hi,

After one day, buildr will try to download again any artifact
containing SNAPSHOT in its version.

You have several options. For instance, you can:
- extend the time before a snapshot artifact expire (i.e., set a value
for expire_time greater than 60 * 60 * 24)
- instruct buildr not to update snapshots, by adding the '--offline' option
- tell buildr to run the "mvn install:install-file..." command to
download the artifact
