You XML is invalid.

The delay attribute is called redeliveryDelay, eg something like this:

                <redeliveryPolicy maximumRedeliveries="4"
redeliveryDelay="100" maximumRedeliveryDelay="5000"
                                  backOffMultiplier="2"
useExponentialBackOff="true"/>
