As the comment inside the file already says that:

https://svn.apache.org/repos/asf/camel/trunk/examples/camel-example-reportincident/src/main/resources/META-INF/spring/camel-context.xml

It is just for demonstration purpose to show how you could invoke the *same*
routing in XML-DSL instead of ReportIncidentRoutes (which is Java-DSL).
