You need to add the iso and start an instance from the ISO.

The url you mention below points to an ISO not a VHD file.

Go into "templates", at the top left of the template window you will see a drop 
down menu. Click on "ISO".
Then on top right corner you should see a "register ISO", click on that and 
fill in the information.

After that go back to "instances",  select ISO *not* "template" , pick the ISO 
you just registered (wait that the download is complete), and you should be 
able to get an instance.
