system.vm.use.local.storage ???

So, I think I just ran into an issue - can you not have more than one zone
in the same management server and have mixed locations for system vms
(zone1 has local storage, zone2 has shared
storage)?? system.vm.use.local.storage only has option in global settings
for true/false.
