I think you are right , we don't have a global setting to change the timezone 
.Atleast I am not aware of it .  Perhaps you could raise a feature request for 
it on JIRA . But yes , you can surely hack the CloudStack UI code ( 
sharedFunctions.js) file to let you display the time as per your timezone.  
Right now , it's set as UTC time as you mentioned .
