During the build process of ACS, vhd-util (external dep) if available in the paths is used in the systemvm.iso bundle. When hosts are added to ACS, this iso is mounted and various scripts and tools are copied to systemvms and vhd-util on host (AFAIK, correct me if the behaviour has changed :).
