Hi Dean I've just repeated the process, created an new Network Offering with only DHCP, DNS and User Data, then created a new network from it. I have just spun up a new VM, the VR came online with a randomly assigned IP from the Guest Network range and NO Public IP (as expected) Guest Instance then came on lime and was issues an IP by the VR.
Can you share some more info re your setup.
