Since this feature allows the admin to assign (and release) the IP addresses and VLANs only to an account, not both domain and account we need to modify the introduction accordingly. 2. And could you also add the following to section 15.8, If an account has consumed all the VLANs and IPs dedicated to it, the account can acquire the 2 resources from the system. Cloudstack provides the ROOT admin with 2 configuration parameter to modify this default behavior - use.system.public.ips and use.system.guest.vlans. The 2 global configs allow the ROOT admin to disallow an account from acquiring public IPs and guest VLANs from the system if the account has dedicated resources and these dedicated resources have all been consumed.
