You can certainly use the same CIDR for management, storage and guest on Basic 
networks. Its
a supported configuration for as long as I can remember.

Have you had a chance to run /usr/local/cloud/systemvm/ssvm-check.sh from the 
SSVM VM?

 should help in debugging the issue further.
