It is supposed to be on the management server only because the scripts that add a host are supposed to copy them to the xen hosts. It does not run on the ms. There appears to be a bug that the script is not pushing it to the hosts. Hence the suggestion below to copy it to xensource/bin. Leave the other one in sbin there. That is part of the XenServer distribution but is missing some of the options that cloudstack uses.
