Jerry, CloudStack will try and keep the two Virtual Routers separate, running on different Hosts/Clusters/PODs to help with HA, as long as there are suitable resources available.
When using the Redundant Router feature, the two VRs run in an Active/Passive mode, and both are also treated as HA. If the admin destroys the Active node, the Passive node immediately takes over and becomes Active, the destroyed node then gets recreated and comes back online as a new Passive node.
