i know this, but my goal is to assign the ip afterwards, to allow users
have deployed and not started VM.
With this configuration i assign an IP for every deployed VM, even if
they are never turned on!
Are there other ways?

This behaviour is because of the differences between Basic and Advanced
Networking.
In a Basic Zone, the IP is determined by the POD the VM gets assigned to, but
this assignment only happens when it is started for the first time.
With an Advanced Network, the IP is assigned from the Guest CIDR for the
associated network and the VM Placement has no impact on this so the IP is
assigned during VM creation.
The IP allocation for a VM in a Basic Zone could be seen by some as inferior
when compared to an Advanced Zone. In an Advanced Zone you can assign the IP
when you create the VM (via API) but this is not possible for a Basic Zone,
even for Root Admins.
I know this does not answer your question, just giving you the background as to
why it works the way it does.
