Did you run cloudstack-setup-database before cloudstack-management? See section 4.5.4.1.5 in the install guide as you will have to pass some parameters to create the table: https://cloudstack.apache.org/docs/en-US/Apache_CloudStack/4.0.0-incubating/html-single/Installation_Guide/#management-server-install-db
