Hi Sanjeev,
I appologise for maybe being a noob - as ACS Admin, I created Network
Offerinng, with no services, and literally nothing selected on the form
except for the Name, Desc and Tag...(type Isolated and all
fields/checkboxes empty)
(Advance Zone, VLAN isolation method)

After I login as regular DomanAmin to some domain, I can click on Networks,
and Add Isolated Network - but there are NO offering available unless I
already have VPC, and than that network is created inside VPC.

I don't want VPC, just plain closed isolated network, which can be attached
to standalone VMs outside the VPC...
