Hi, the VM bootloader is bypassed for PV-enabled VMs on XenServer. The hypervisor reads the grub configuration file and loads the configured kernel. If you want to see a grub menu when booting a CloudStack VM you have to configure it with an HVM OS Type (e.g. "Other").
