Thanks Andrija, when I first install Cloudstack 4.4.0, XenServer templates did not work for windows, every time I tried to build a template, ACS would allocate in Secondary Storage but the process never completed. That's the reason I had a lot of empty folders in Secondary storage. Since I upgraded to ACS 4.4.1 templates are working fine now.
