Hi,

InsufficientServerCapacityException catches most of the exceptions. The actual 
exception I see from the logs is 

com.cloud.exception.ResourceUnavailableException: Resource [DataCenter:5] is 
unreachable: Unable to apply dhcp entry on router 

There are some other expections as well “unable to apply * on VR”
Seems like there is some problem with the connectivity of router from host or 
some problem with the scripts in VR.
Please look at the blog

troubleshooting.

For quick workaround you may recreate the router VM.
