After i restart NFS server (host) and cloudstack-management, all nfs
shared can be mount in cloudstack UI. But on system vm show console vm
is stopped.

Thanks for sharing the details .as per earlier details your ssvm vm
already created and what is the state of that vm and agent state as
well?
Also are you able to mount the storage(nfs share?) which you gave in
secondary storage path from MS as well from host. Which hypervisor you
are using. Check your share folder permission as well.
Please share the management log .

Work around:
Try remove from cloudstack UI but error "Cannot delete image store with
active volumes backup!"

Change in Host table ,
You can also remove the secondary storage from UI (if you did any
mistake while adding initially)and re-add it.
