VPN L2TP Max Connections

Hi all,

I have create 8 vpn user, but only 7 can connect

ifconfig | grep P-t-P | wc -l
7

also I have increase The maximum number of VPN users that can be created per 
account to 16 and restart the manager.

Any idea ? thanks
