I'd wait until the official release is posted. The work in progress upgrade 
docs are here:

Upgrading the agent won't take your VMs down. 4.10 does require an upgrade for 
all virtual routers though, so this upgrade will be ,pre involved than the 
others recently (the last virtual router upgrade was 4.6).

Also, in upgrading Cloudstack from 4.9 to 4.10, does upgrading the
