If you did any changes to hypervisors, restore the changes.
After you're back to the previous version, test it, see if everything is
fine, after this you can create another backup and follow the upgrade
documentation.

3. Do a select in your table "nicira_nvp_router_map;" and see what you have inside.
You can try to stop the cloudstack, drop manually "DROP INDEX `logicalrouter_uuid" from
db and start again the cloudstack, see if works.

Yes i have followed . As hypervisor apart from Xen were not there so have not
registered the template for other hypervisors . Does this is a issue ?
