The documentation for plugins only mentions [Storage 
Plugins](https://docs.cloudstack.apache.org/en/latest/developersguide/plugins.html#storage-plugins)
 but not anything else. Is writing plugins for other components, e.g. network 
possible? I need to be able to limit the number of **public** ipv4's a user can 
have across their instances, and was wondering whether the plugin system would 
be able to provide such capability? If so, the plugins section could provide 
some more information on development/usage.
Getting around such a large code base would be very time-consuming for new 
users who would want to develop specific features fit for their use case, and 
adding such documentation is certainly a big help.
