Hello Wei I did tested the ServiceVM and Regular VMs and it works, I did not
changed that parameter, what happened ? I have had to enable that before on
4.20.0 if not I was Unable to Upgrade or Doengrade -
allow.diskoffering.change.during.scale.vm = true seems logic,, cawhen you have
a minute can you explain the logic behind now has to be "false"
