Can you search in your global settings for "disablethreshold" and see
if that might reduce your theoretical available storage to a too low
value? You should also be able to find a log message about refusing to
use a storage pool.

 if primary and secondary are sharing the actual disk this means that
the image need to be on the storage twice. This would mean you need
3TB to do what you want and explain
