vm state not updated after power off from within VM - version 4.20.1.0

I have installed cloudstack 4.20.1.0 and when I power off a vm from the os the 
state is not updated, also if I reboot kvm host still the vm state showing up.
I've tested a separate setup with 4.19.1.1 and it's working as expected.
is this a known issues with 4.20.1?
