I'm having the same issue with Debian 13 + ACS 4.22 (with Debian 12 everything is ok). I configured the VM using https://docs.cloudstack.apache.org/en/latest/adminguide/templates/_cloud_init.html. I can change the cloud-user password, but that's it. SSH injection and partition expansion don't work.
