@vishesh92 i am with @bhouse-nexthop and am surprised about the DRS behavior 
you describe, because it is in contrast to the documentation of non-strict host 
anti-affinity groups.

According to the 
[documentation](https://docs.cloudstack.apache.org/en/latest/adminguide/virtual_machines.html#affinity-groups)
 for non-strict:
"In that case VMs are deployed to different hosts as long as there are enough 
hosts to satisfy the requirement, otherwise they might be deployed to the same 
host."
