I am assuming it never supported management VLAN configuration by CloudStack; your current approach looks good. We may have to support VLAN being passed with https://cloudstack.apache.org/api/apidocs-4.22/apis/createPod.html and also configure it like the storage VLAN. https://github.com/apache/cloudstack/issues/7816.
