Like I said you have to hard reboot your KVM host, not graceful shutdown to make HA work. Have you tried that? In my own test, if you gracefully shutdown your KVM host, you can wait for hours and the HA VM will never be restarted no matter how long you wait. However, I found another setting which is to manually set the downed KVM hosts to "Degraded".
