Have you tried reinstalling the management server package? Is this all the log you have from a (re)start? Maybe you can - stop the server - move the management-server.log out of the way - start the server - when you see the first "Enabled non-edge zones available for scan: 1” you should have seen more error messages. as for the status of the hosts not being Up, that makes perfect sense. Do you have only one management server running?
