We currently cannot run tests on Debian 13, as we have encountered some issues
while building the Debian 13 template for the Trillian test infrastructure.

However, based on some users' experience, Debian 13 can be added to CloudStack
as KVM hosts, and we have not received any bug reports related to Debian 13 so
far. See #12374 for reference.

Personally, I am fine with either keeping Debian 13 in the documentation or
removing it. If we expect to get more requests about Debian 13 support in the
near future, we could simply say that it should work based on the current
experience. In that case, I don't see a strong reason to remove it from the
documentation.

Of course, if we want to claim only what we have actually tested and verified,
then removing Debian 13 from the supported list would also be reasonable.
