Thank you for the clarification. We checked the global setting for pool.storage.allocated.capacity.disablethreshold, which was still set to 0.85 (85%). Since the current allocated capacity of the primary storage pool was already at approximately 84.96%, any additional allocation was causing the pool to be rejected. We updated: pool.storage.allocated.capacity.disablethreshold from 0.85 to 0.95. After updating this setting, both the VM deployment and volume resize operations are now working successfully.
