AFAIK the communication protocol between pcsd and pcs GUI is _currently_ for internal use only (it's not unified nor stable, hence "API" is rather strong label). On the other hand, if pcs eventually receives ability to control remote clusters[*], high-level API-like binding should be straightforward.
