[ClusterLabs] "apache httpd program not found" "environment is invalid, resource considered stopped"

2-node active-passive cluster RHEL7

(corosync 2.4.3-6, pacemaker 1.1.20-5, pcs 0.9.167-3)
My apache httpd 2.4.41 was built from source per application vendor instructions.
It starts fine (from root runs as other user with setuid on /usr/local/httpd/bin/httpd and /usr/local/httpd/logs/) started with /usr/local/httpd/bin/apachectl
Created /etc/systemd/system/httpd.service which works.
Added port to /usr/local/httpd/bin/apachectl so "/usr/local/httpd/bin/apachectl status" and "/usr/local/httpd/bin/apachectl fullstatus" work.

Ran:
pcs resource create ContentServer ocf:heartbeat:apache configfile=/usr/local/httpd/conf/httpd.conf statusurl="httpd://local/host:1090/server-status" op monitor interval=1min --group content_svc

This httpd resource won't start (with pcs resource enable|start-debug|start-debug --full):
"apache httpd program not found"
"environment is invalid, resource considered stopped"
