[CForm]how to wrap a widget's value with a link?

for example; widget.setValue=("<a href=""userId+">"+userId+"</a>"); what is shown in the page is escaped &lt;,  &gt; etc, instead of the userId with a link Then what should i do to make a link in the field value?
