You can use SetCharacterEncodingAction.
I have tried this approach and it doesn't work. Jorg Heymans (thanks Jorg!) has pointed me to http://marc.theaimsgroup.com/?l=xml-cocoon-dev&m=109231177110588&w=2. Now I know that the reason was in container.
BTW, using SetCharacterEncodingAction is the same as setting the form-encoding init-param in the web.xml file. Am I right?
