OK, so is someone working on how to get the
HTMLcleaner part of Cocoon - or it already part
of Cocoon as useable now (if so... are there instructions?)
and will it achieve the same end... create "clean" XML
from the htmlArea strings that can be saved to an
XML file (instead of the current < and > et al)?

No, they are two different things. 

IIUC Bruno's HTMLcleaner is part of Daisy and is implemented for Cocoon
as a
widget convertor. It is very configurable through an XML file. It also
cleans up the code.
Ugo's HTMLparser works similar but only parses the code into a
DOM-tree.
