You need to get a subversion client, e.g. tortoisesvn.tigris.org, and then use it to get download the latest source from subversion, from http://svn.apache.org/repos/asf/cocoon/branches/BRANCH_2_1_X/

I don't think so. I think that the latest Cocoon with SVN has had some fixes for 1.5, but I'm pretty sure 2.1.6 won't yet work.
