You mean the cursor moves when X is not running, at the console? If so, you are running the mouse daemon and that is what is using psm0. moused then passes the mouse input to /dev/sysmouse which is what X should use instead of psm0. You can also disable moused if you don't want the console mouse. Look in /etc/defaults/rc.conf for the settings.
