You also don't have a FreeBSD, Linux, Haiku, or Solaris machine to test on, though pkgsrc runs there... I don't know what your changes look like, but it may be clear whether it has a negative effect or not just from looking at it. A unified diff should work. Send a PR through the support section on the NetBSD website: http://www.netbsd.org/cgi-bin/sendpr.cgi?gndb=netbsd Pick "pkg" for the category. This worked for me last time I did it.
