Oh... shoot.   Looking at the code, we just support:
http://schemas.xmlsoap.org/ws/2004/08/addressing
and
http://www.w3.org/2005/08/addressing

2004/03 isn't there. That's an ANCIENT version that none of the recent stacks support (Axis2/Metro/CXF/XFire/etc...) Short of writing an interceptor that would flip all the namespaces, I'm not sure what to suggest. If you want to pursue adding support to CXF, you would need to update the org.apache.cxf.ws.addressing.VersionTransformer class. Probably take the 2004/03 xsd, generate types (like we do for 2004/08) and update the transformer to use it.
