It's part of a facility for checking to see if schema documents are valid. If it's available on the bus, the ReflectionServiceFactoryBean uses it to check schema found in or through WSDL documents.
It was primarily invented as a testing mechanism to make sure that XML Schema generated inside CXF, like those in Aegis, were valid.
