If you can, I'd suggest going to 2.4.1 (or 2.4.2 in a couple weeks). That would avoid having to migrate from 2.3.x again later. Well, the newer version of WSS4J is definitely more strict than the older version as it does enforce a higher level of WS-BP compliance. There are flags to control some of that though. However, CXF 2.4.2 with the latest changes to WSS4J (hopefully released in a week or two) has definitely been better tested against other implementations so interoperability should be a lot better.
