I'm having the exact same issue with a CXF 2.5.2 client we've done for a client. I do believe we also had the problem previously while we were using an Axis1 stack (although the error message was slightly different). I've run quite a few simulations using a CXF service running on a local tomcat, but cannot trigger that exact error. What software stack are you on? The server hosting the service is a weblogic 11 server, probably using the built-in SOAP capabilities and I'm connecting with a CXF 2.5.2 client within a tomcat container. Unfortunately I have no idea what type of proxies / load balancers are in front of the service, which makes it a bit difficult to come up with a recommendation how to approach this.
