Hi Raghavan, IBM made the Eclipse Foundation the successor custodian to the CPL and the EPL is the next version of the CPL.
Under the terms of the license you can elect to use the EPL for the wsdl4j code. In not your lawyer, or a lawyer you should consult a specialist for this. In your consultation you should show the Eclipse Foundation's documents and CPL to EPL transition plans. I recently went through this myself in another context for wsdl4j.
