Bug in Daffodil - it get confused by comments in certain locations

Putting a comment here works:

<xs:annotation>
    <xs:appinfo source="http://www.ogf.org/dfdl/";>
        <!--
            Commas in a field are escaped by wrapping the field
            in double quotes. A quote in a field is escaped by
            preceding it with a double quote.
        -->
        <dfdl:defineEscapeScheme name='Quotes'>
            <dfdl:escapeScheme escapeKind='escapeBlock'

But putting the comment here results in an error:

        <dfdl:defineEscapeScheme name='Quotes'>

Here's the error message:
