I believe it doesn't affect the declaration of the element's value region,
i.e., what parts of the data are interpreted to create the value. But it
does interact a bit with the element's content region, which includes more
things than just the value region. E.g., initiator/terminator are part of
the element's content region, but not its value region.  Since
initiator/terminator matter so does emptyValueDelimiterPolicy and default
values.
