I had the same problem. I did not have msvcr70.dll on my computer but I do have msvcr71.dll. So I copied msvcr71.dll and renamed the copy to msvcr70.dll and I put it in a directory which is in the CLASSPATH for OOo.
This fixed the problem.
That works for me too. Thanks. I found msvcr70.dll in the inkscape dir and pasted the file in ...\OOo\program folder.
I don't know if it is OOo which is looking for the wrong dll or sun's java vm ?
I've upgraded java to jre1.5.0_01 but that doesn't solve the problem.
